Hurricane Phoenix simulates the impact of a Category 5 hurricane hitting the Tampa Bay region.
The Tampa Bay Regional Planning Council brought together local businesses and emergency managers from across the region for a large-scale hurricane preparedness exercise known as Project Phoenix.
Through a series of films, we first built a narrative around a simulated storm, then explored the real stories of local small businesses recovering from the lasting impact of recent hurricanes. Each film was paired with a corresponding tabletop exercise module, helping businesses and emergency managers better prepare their communities for hurricane season.
